JOB TITLE: Human Resource Planning Supervisor II              APPLICATION DEADLINE: 07/16/2010

DESCRIPTION OF DUTIES AND SKILLS REQUIRED:
This is a TIME LIMITED position (1 year of 5 remaining) Person will administer a $2.3 million, five-year planning and implementation grant designed to transform the long-term service and support structure in NC. Person reports directly to the Deputy Secretary for Long Term Care and Family Services. Will supervise a process of planning, developing, implementing and evaluating key components of the Departments long-term service & support strategies. Functions include: a) creation of a streamlined comprehensive access for all persons with long-term service & support needs that encourages independence; b)development/enhancement of a self-directed and person-centered service delivery system, c) transformation of information technology structures to support systems integration in information and access, service delivery and management. Person will have frequent contact with management of DHHS Divisions.  

EXPERIENCE NEEDED:
A Masters Degree in Public or Human Services Administration preferably with coursework in human service planning & four years experience with human service programs, three of which must have been in program planning and/or evaluation. Also possess a working knowledge of NC's long-term services & support system with experience in developing, planning, and implementing initiatives in NC. Or graduation from a four-year college or university and six years of progressive administrative or consultative experience in a human service program, three of which must have been in program planning and/or evaluation, or an equivalent combination of education and experience. Ability to establish and maintain effective working relationships with a wide array of individuals involved in the decision-making processes regarding development of long-term services and support models.

JOB HOURS: (1st) As required (2nd) (3rd) Days: Monday - Friday

SALARY / BENEFITS: Pay Grade 76 ($48,654 - $80,901) /   To be determined

REQUIREMENTS FOR HIRING (min age, education, drug test, skills testing):
Ability to review and evaluate the effectiveness & limitations of various service models that have been implemented in other states, including the ability to evaluate various design components in relation to NC's human service delivery system. Possess indepth knowledge of long term services & support principles. Have general knowledge of program policies and procedures & service reimbursement policies for services that rely on direct care workers. Have working knowledge of NC's two blue print documents for long-term care reform. Ability to plan & coordinate the development of models that will ultimately be available on a statewide basis. Must possess good verbal and written communication skills. Ability to prepare and present policy/program design issues, develop fact sheets in lay language.
